Reduce Accidents, KIR Test System Will Be Changed

For system implementation will be done privately, while the city government will act as a supervisor.


However, before the system was implemented, the Governor of Jakarta, Fauzi Bowo, requesting concept be studied more deeply. However, in principle he supports private sector involvement in the implementation of KIR test. That way, the city could improve oversight of motor vehicles in Jakarta. So the number of traffic accidents caused by inability of the vehicle can be minimized.


"I am principally agree separated between the parties that implement and oversee. Because during the two functions into one, look less effective. So will we separate those who implement and oversee the KIR test, "said Fauzi Bowo at City Hall on Monday (20/2).


According to him, the concept was taken by reference to the implementation of the KIR test in Germany. In the country, motor vehicle worthiness test done privately, it is only accountable to the government controlled. "It turned out that the concept is run very well there. But Indonesia is open Germany. We can emulate and take a right, "he said.


In order to study the concept of separation of function test execution and supervision of KIR, the city will learn from institutions in Germany named, Tü'v. "The institute is here. We will learn more, "he added.


Meanwhile, the control measures that will be done is to install closed circuit television (CCTV) to monitor every stage of KIR test performed. So it can be more stringent supervision and monitored well.


Realization of the application of the concept, can be predicted quickly realized. Therefore, the legal umbrella is only based on the provisions of the Governor of Jakarta alone. In addition, the city has also experienced KIR test handed to the private sector, but due to constrained some ways, the city government finally took over the function.


"Now the private sector will be the ones to implement it. In accordance with Regulation No. 54 of 2010 on the Procurement of Goods and Services, we will make a tender to select a private party who will perform the function of KIR test execution, "he said.
