The Jakarta City Administration's Strategic Development
( 2002 - 2007) Plan

CHAPTER I

INTRODUCTION

1.1. GENERAL VIEW

The document of the Regional Strategic Plan ( Renstrada) Jakarta City Administration is the working document of governor DKI Province for the further five-year working period. This is the most important document because the governor has to give his accountability in accordance with the document of Plan before the Jakarta Provincial Council (DPRD).

The approval of DPRD is a requirement for the five-year working period of the governor's duty. And based on the Government Regulation (PP no. 108, year 2000 the governor's duty, on certain period ( every year or every five year) will be evaluated so that the DPRD can determine if the governor has showed a good or bad performance. This evaluation has an important role in order that the Development is carried out more systematically, comprehensively, and it stays focusing on basic problems solution faced by DKI Jakarta Province.

Even though this Renstrada document is the short-term or middle term documents, it is still in the position of the long-term document. In this way, the formulation of vision, mission and the goal of policy of five-year development of Jakarta City Administration become crucial and strategic.

The general strategy is needed to enhance the above vision, mission and the goal of policy and finally they are applied to the development programs. The development programs are then implemented by some activities , enhancing those development programs.

The Development strategy of Jakarta City Administration is hammered out and is in accordance with every field in Propeda DKI Jakarta Province which has eight fields of development. They are:

1. Law, Public Security and the unity of the country;
2. Administration;
3. Economy;
4. Education and Health;
5. Population and Manpower;
6. Social and Culture;
7. Natural resource and Environment;
8. Structure and Infrastructure of City

The Renstrada document has the strategic programs which is based on the strategy of each field. Those strategy programs is simply determined by a strategy where the program is included and is not influenced by the budget of the field. A strategic program is not determined by the need of the big budget , but is determined by the strategic value of the program, according to the strategic management assessment , like SWOT analysis.

1.2. THE GOAL AND THE TARGET OF RENSTRADA
The goal and the target of Renstrada is to provide a strategic and comprehensive document that can assure the consistency of formulation of regional problem or condition, the planning of the policy, the setting up of the strategy and the choice of strategic program in accordance with the regional needs. In this way, the Renstarda can function as the reference for both the governor of DKI Jakarta and the regional government officers in carrying out the administration duties and developments.
